Various schemes are implemented by the State Government to provide assistance to the Primary and Apex Handicrafts Co-op. Societies in order to strengthen their financial base and infrastructure for augmenting production and sale of Handicrafts goods. Necessary funding is made by the State Govt. for imparting skill training through Training Institute/M.C.M. to have strong production base. Margin money assistance is provided to individual artisans to avail bank loan. Marketing support is also provided to the societies/artisans through exhibition. Cluster development is also given priority. In this Chapter salient features of the schemes of State Govt. have been highlighted. Schemes of State Government for promotion of Handicraft. A. Assistance to Handicrafts Co-operatives. Societies to avail bank finance to undertake production and marketing of Handicrafts goods. | Subsidy @ 4.5% on bank loan availed by Handicrafts Co-op. Society. | Any primary registered working Handicrafts Co-op. Society availing bank finance can apply for interest subsidy to the DIC in prescribed format along with banker’s certificate. The apex H.C.S. will submit it’s application to Director, H&CI alongwith banker’s certificate. | DIC / Directorate of H&CI. | Rebate on sale of Handicrafts goods | To promote sale of Handicrafts goods. | Rebate to primary & central Co-op. is allowed on sale during State Level Exhibition or during special Exhibition, as approved by Govt. The apex society is reimbursed rebate claim @ 10% or 20% on sale of Handicrafts goods, subject to limit of Rs. 10.00 lakh per annum. | Registered Primary / Central/Co-op. Societies allowing rebate as per the norms, can submit their claim to DIC within 90 days of completion of exhibition, whereas the Apex HCS will submit their claims, duly certified by the Chartered Accountant to the Directorate of H&CI, Orissa. | DIC/Directorate of H&CI. | Share Capital Investment in Handicrafts Co-op. Incentive is given to the primary, central and Apex societies, dealing in Handicrafts products in the State. | i) Ground rent and/or installation, decoration of stall upto Rs.7,500/- ii) Travelling allowance for two representatives of the society in Class-II railway/bus fare to & from iii) DA for two representatives of the society at the rate applicable to Class-II Govt. servant outside the state for a maximum period of 1 week iv) For transportation of goods to be sold in the exhibition maximum upto Rs.5000/- APEX CORPORATION. For one single exhibition, The apex corporation will be eligible to get maximum upto Rs.50000/-, to be sanctioned by the Directorate of H&CI. For exhibition, where claim is more than Rs.50000/- for single exhibition prior Govt. sanction will be necessary. | A primary or central society will be eligible to receive this grant two times in a single financial year for participating in two different exhibitions located in two different cities of the Country outside the State. B. Assistance to individual artisans. He/She should be able to contribute at least 5% of the total cost of the schemes. | DIC |
C. Development of Cluster. D-IV. STATE LEVEL HANDICRAFTS AWARDS 1. State Handicrafts Award: Objectives: To recognise and encourage master crafts persons in the state for their outstanding work in the field of handicrafts. Every year three best entries are selected for state Handicrafts award where as five entries are selected for certificate of merit. Award: i. To State Handicrafts Awardee: 3 Nos. a) One Brass Phalaka b) Certificate c) Cash Prize of Rs.5000/- d) Anga Bastra ii. To Merit Certificate Holders : 5 Nos. a) Certificate b) Cash Prize of Rs.1000/- c) Anga Bastra Eligibility: i. Participant must be permanent resident of Orissa ii. Hereditary and Non-Hereditary artisan having 5 years working experience. iii. Articles submitted for the award should be the original work of the applicant. iv. Recipient of National / State Award in last three years need not apply. How to Apply: Entries are invited from master craft persons through advertisement in Oriya Dailies / AIR / Doordarshan in the month of April / May. One artisan can not be more than two entries in a particular year. He/She shall have to submit a piece of Art to concerned DIC. Selection Procedure: The Selection for the State Award is made by a committee constituted by Govt. The following aspects are taken into consideration at the time of selection. a) Techniques followed. b) Degrees of Skill. c) Ability to involve new designs. d) Contribution towards development of the craft and improvement of techniques. e) Knowledge in Silpa Sastra. f) Outstanding works executed by the craftsman. g) Training Skill and Organising Ability. h) Participation in Exhibitions and Demonstration i) Publication of Articles or papers relating to the craft. 2. State Handicrafts Design Competition Award: Objectives: To encourage Handicrafts artisans for development of new designs. Every year five such awards are given for the best entries. Award: a) Cash Prize of Rs.3000/- b) Certificate d) Anga Bastra Eligibility: Following areas of handicrafts are considered for giving this award. i. Stone Carving vii. Papier mache ii. Wood Carving viii. Brass & Bellmetal iii. Pattachitra ix. Filigree iv. Horn Work x. Cane & Bamboo v. Terracotta xi. Lacquer Work vi. Appliqué The Artisans must be bonafide residents of Orissa. Artisans having five years working experience shall participate in the competition. (Certificate from DCIO will be sufficient for the purpose) How to Apply: Entries are invited from the eligible craft persons by release of advertisement in Oriya Dailies / AIR / Doordarshan in the month April / May. The craft person should submit its application along with sample in concerned DIC for recommendation by the District Level Selection Committee. Selection Procedure: The best entries are selected by the State Level Selection Committee constituted by Govt. Out of the entries recommended by the District Level Committee. The selection is made on following criteria. a) Fineness. b) Innovation c) Creativity d) Wastage Factor e) Production Capability f) Utility Aspect |
