Problem addressed: PGCIL's western region load despatch system (WRLDC) comprises the WRLDC at Mumbai, the state load despatch centre (SLDC) of the Gujarat Electricity Board at Jambua, the SLDC of the Madhya Pradesh State Electricity Board at Jabalpur, and the SLDC of the Maharashtra State Electricity Board at Kalwa.
The existing SCADA at Mumbai, Jabalpur and Jambua were based on PDP legacy systems supplied by ABB. These were to be replaced with state-of-the-art hardware, SCADA software and EMS functions. CMC's system also had to communicate with the Siemens-based R-30 system at Kalwa.
Solution implemented: CMC replaced the old PDP-11 systems with DEC Alpha 1200 servers, Pentium-based FES/NAS, DEC Alpha XP1000s for man-machine interfaces (MMIs) and with CMC's state-of-the-art SCADA software, OSKER.
Network EMS functions like state estimation, contingency analysis and optimal power flow were also implemented at both the WRLDC and at the SLDCs. CMC's system communicates with the Siemens-based R-30 system at Kalwa on an X.25 link. Data transfer between the WRLDC and the constituent SLDCs is over the inter-control centre communication protocol (ICCP). The communication media between the WRLDC and the respective SLDCs is PLCC.Technical architecture
