The ISA website notes an ongoing project to develop ANSI/ISA security standards for SCADA (Supervisory Control And Data Acquisition) systems used to control industrial machinery including large chunks of the critical infrastructure (e.g. power plants, water treatment works). Many old-fashioned SCADA systems pre -date modern thinking on information security controls other than availability, perhaps: the reason old SCADA systems remain a problem is that many of them have continued running more or less unchanged for decades. True information security requires a balance between confidentiality, integrity and availability.

What appears at first to be a simple news story about a systems overload caused by people downloading a large video looks somewhat odd on closer inspection. It is reported that the systems concerned belonged to the British armed forces. “Computer screens controlling British air defences and warplanes around the world are reported to have gone blank for five hours” says the London Evening Standard. Um. Well maybe.

The BBC reported that two fake banking websites, only one of which was protected by a firewall, were put on the web as a honeypot to attract and monitor hacker attacks. They were both attacked, of course. Apparently, “more than a third of the attacks on the protected website were so severe that they crashed the site and could have resulted in the loss of data”. [Call me a cynic but the fact that the ‘experiment’ was funded by an ISP and a security firm hardly inspire me with confidence in the validity of their scientific methods ...]

The US State Department’s Consular Lookout and Support System (CLASS) for checking visa applications apparently taken out of service “by a virus” (actually the Welchia worm). Malware could hit any of us but it would appear that contingency arrangements were simply not adequate to keep the service running or get it back in operation before the media picked up the news story. Any problems caused by the unplanned service outage were compounded by the media interest.

Disaster Recovery, Business Continuity and Contingency Planning

NFPA 1600 Standard on Disaster/Emergency Management and Business Continuity Programs was published by NFPA, the National Fire Protection Association.

The Be Ready Campaign advises “Prepare. Plan. Stay informed.” Part of the site covers readiness for small businesses with an excellent summary of the things you need to do to plan for continuity of essential business processes, plus a more detailed glossy. If you have yet to make a start on your contingency planning, or if it’s time for a back-to-basics review of the approach your organization is using, the Be Ready website is recommended reading.

A special-issue boardroom briefing on business continuity and disaster recovery from Directors and Boardsmagazine goes into some depth in issues such as DCP audit, governance and leadership for senior management.

FEMA, the US Federal Emergency Management Agency (part of the DHS, the Department of Homeland Security), offers contingency planning advice including a helpful checklist for items needed in your emergency kit (grab bag).

The US National Oceanic and Atmospheric Administration and National Weather Service provide severe weather warnings and information. Perhaps you’ll have a few hours to evacuate? Better still, use their statistics, along with those of the US Geological Survey to pick a safer place to live and work!

The Nuclear Regulatory Commission governs the US nuclear industry, doing all they can to avoid nuclear disasters.

The US Fire Administration has a kids page - a useful way to draw little’uns into the process of fire avoidance/prevention, fire escape and contingency planning.

The US Department of Agriculture Forest Service Southern Research Station is a great place to find out why wild fires are so dangerous in rural areas.

The UK-based Business Continuity Institute is aligned to DRI. In conjunction with British Standards Institute, it produced PAS56 which became BS 25999-1:2006 Business Continuity Part 1 - Code of Practice.

The Oops List is a collection of images of (mostly) aircraft disasters. Warning: these are truly graphic images - not much blood and gore as such but undoubtedly passengers or crew were injured or killed in at least some of them. A few look like fakes or set-ups but, subject to any copyright restrictions, they would make captivating slides for contingency planning/DR presentations.

Ross Campbell & Associates is a crisis management consultancy providing planning, training, resources, risk and threat analysis to control and manage the worst case scenario. Ross is the author of Crisis control - preventing and managing corporate crises (available secondhand via Amazon).

Contingency testing was the subject of an ISACA briefing.

The Definitive Guide to Exchange Disaster Recovery and Availability explains resilience and DR techniques for Microsoft Exchange servers [you are supposed to register to download it].

Business Continuity Guideline: A Practical Approach for Emergency Preparedness, Crisis Management, and Disaster Recovery has been published by ASIS. ASIS focuses primarily on physical security, complementing many of the other resources listed here covering the information security aspects (such as ISSA) and governance (such as ISACA).

The Rothstein catalog on disaster recovery lists over 1,000 books, software tool, videos and reports on the topic.

Resilience engineering

Keeping the computer room working is the core role for IT Operations, requiring a level of resilience and contingency planning. If you’ve ever had to plan a computer room DR test, or if you are preparing to do so, take a look at the article.

Disk drive manufacturers quote MTBF (Mean Time Between Failures) of around a million hours under ideal conditions, suggesting a failure rate of less than 1% per year, but some studies show significantly worse performance (2-10% p.a. failure rate) in the real world. It seems the “bathtub” reliability curve has a sharply upward sloping or even stepped bottom, not the long flat period of stability often assumed. If your data are vital and their availability is critical, monitor drive age, error rates and temperatures carefully.

FMEA (Failure Modes and Effects Analysis) is an engineering discipline with potential applications in systems engineering and information security.

Surviving natural & unnatural disasters

The US Agency for Toxic Substances and Disease Registry advises on chemical and biological incidents.

Among other things, US CDC (Centers for Disease Control [and Prevention]) advises on preparing for “climate change” - not “global warming” as such, oh no. It wouldn’t do to confuse those two, would it? Anyway, whatever the (alleged) cause, extreme weather events are (allegedly) more (or less) likely so storm and tornado preparations are (potentially, if you believe the “hype”) A Jolly Good Idea.

The offices of Aenias Internet and Telephone, a Tennessee-based ISP, were totally destroyed by a hurricane. The company had made contingency plans ... but unfortunately had neglected to take copies of critical backup media off-site. The on-site tapes proved unusable, although fortunately a specialist data recovery firm was able to retrieve the customer database from hard drives rescued from the rubble ... several days later (hard lesson learned).

A space shuttle crew completed the ‘delicate task’ of removing ceramic fabric spacer strips protruding between the shuttle’s tiles by pulling them away rather than using a makeshift tool. The tool, the cutting/pulling instructions and indeed the whole Boy Scout response to this incident were themselves the product of a well-rehearsed contingency process that prepared those involved to deal positively with whatever comes up (the Apollo 13 film with Tom Hanks is a popular case study on contingency and teamworking).

It is sometimes suggested that you should imagine all the possible disasters in order to prepare comprehensive contingency plans ... but although this might be a fascinating exercise, it’s not actually very helpful in practice. The word “contingency” implies “regardless of the situations we’ve planned for and the controls we have implemented, something else will happen and/or something unexpected will go wrong”. Similarly, some people advise very detailed contingency plans: “Have a DR plan that is so detailed an average person could recover your systems without the IT staff” says Julian Morris, IT Director at DraftWorldwide. Julian’s other tips include having pre-prepared templates and checklists, reliable communications mechanisms and structured plans (it may be useful to tell users “We are step X, your system will be ready at step Z”).

A checklist from HHS and CDC covers just 35 items relating to pandemic planning and risk management. Such a high level assessment makes a good starting point for management to review an organization’s state of preparedness.

The World Health Organization published reliable advice on the anticipated course and effects of a bird flu pandemic, including a page with news on the latest outbreaks. Another definitive source of scientific, medical and epidemiological information is the US Center for Disease Control.

Contingency plans for terrorism should prepare the organization to deal with conventional attacks such as bombings and probably others such as chemical, biological or radioactive attacks.

The repercussions of 9/11 on contingency planning are explored in this article. A consultant specializing in high-availability database systems recounts in Security Administrator eZine how he was called upon to help 5 of 12 clients in the World Trade Center recover after September 11^th 2001. The other 7 clients no longer existed as viable businesses. In the special circumstances of 9/11, stakeholders were impressed that any recovery was possible. Would you be able to access suitable contractors to help rebuild your organization if you had to? Would you have access to contingency funds to start from scratch?

It appears that the increased terrorist threat, post 9/11, has prompted more organizations to make contingency plans. Just over a third of firms surveyed said that the threat of terrorism was the biggest reason for boards to assume responsibility for business continuity, whereas a quarter cited growing reliance on IT systems and 23 percent cited forthcoming industry regulations such as the Combined Code of Corporate Governance. “The responses fly in the face of SunGuard’s own research, which suggests that hardware failure is the main cause of business interruption, at 17 percent, followed by power outages at 13 percent.” [Regardless of the reasons cited, we would argue that contingency planning is a legitimate investment in risk reduction.]

In Disaster Recovery and Business Continuity Planning, the SEC specifies that financial institutions should resume vital clearing and settlement operations on the same day as a major incident such as 9/11, ideally within 2 hours. This implies highly resilient systems with dual-live/multiply-redundant or hot standby arrangements and significant investment in IT by the entire [US] financial services industry.

Other availability resources

For practical advice about performance monitoring on Windows systems, the Computer Performance website includes a range of useful advice for managing Windows, including some interesting “Litmus test” best practice suggestions relating to information security.

Here is some simple advice on backing-up software and data. Backups are the primary corrective control against system or data corruption and loss. Don’t forget to verify that you can restore successfully from your backups, especially if you change equipment, software or configuration settings. [That little gem of advice comes courtesy of the School Of Hard Knocks, faculty of Once Bitten, Twice Shy].

Safety-critical systems are specifically designed for high-availability, but the risk of unplanned downtime cannot be entirely eliminated, even at a nuclear plant. The Register reported that the US Nuclear Regulatory Commission issued a formal information notice to the nuclear industry in relation to the Slammer worm incident.

Organizations in the throes of merging usually look to consolidate redundant or duplicate systems to cut costs - but of course availability could be seen as a driver to retain the parallel systems, albeit with data interfaces and some means to reconcile differences.

Clinical Trials Registry-India (CTRI)

The CTRI is an online register of clinical trials being conducted in India. Any researcher who plans to conduct a trial involving human participants, of any intervention (drug, surgical procedure, preventive measures, lifestyle modifications, devices, educational or behavioral treatment, rehabilitation strategies and complementary therapies) are expected to register the trial in CTRI before enrollment of the first participant. Registration is voluntary but some fields marked* are mandatory for registration to proceed. Some fields marked WHO also need to be filled if the trial is to receive a registration number and fulfill WHO/ICMJE requirements. Incomplete entries will be given a provisional registration number that will not suffice for purposes of publication in journals that endorse the ICMJE recommendations for trial registration. Registration of trials in the CTRI is free. All registered trials will be made publicly available. The CTRI will be searchable by anyone free of charge. Subject: Clarification regarding submission of applications by NGOs

for grant in aid under the scheme of Support to Voluntary

Agencies for adult Education & Skill Development.

Department of School Education & Literacy had issued advertisements

in newspapers on 21.10.2009 inviting applications for grant in aid for setting

up of State Resource Centres. These applications were required to be

submitted within one month from the date of advertisement. The application

received in response to this advertisement were considered as per prescribed

procedures and the State Resource Centres have already been sanctioned

to selected voluntary agencies. However, this Department still continue to

receive the applications from NGOs through NGO-PS System and

otherwise with reference to said advertisement dated 21.10.2009.

Similarly, applications for innovative projects which were invited

through advertisement dated 10.12.2009 and were required to be submitted

within one month from the date of publication, still continue to be received

through NGO-PS System and otherwise.

It is clarified that there are three components of the Scheme of

Support to Voluntary Agencies for Adult Education & Skill Development viz.

“State Resource Centres, Jan Shikshan Sansthans and Assistance to

Voluntary Agencies for Innovative Project”. Applications are invited from

NGOs for these components through advertisements issued in newspapers

from time to time and the applications are required to be submitted in

response to such advertisements and within the period prescribed therein. It

may be noted that only such applications which are received in response to

such advertisements and within the time specified therein are to be

considered. The other applications are not being entertained without any

notice.

All NGOs are requested to take specific note of this procedure and

submit applications for grant in aid through NGO-PS System or otherwise

strictly in response to, and in accordance with time frame indicated in the

advertisements issued from time to time. Applications received otherwise will

not be entertained without any notice.

Proposals from Non-governmental Organisations for Innovative

Proposals in the field of Adult Education.

Ministry of Human Resource Development, of School Education and

Literacy invites applications in prescribed format (annexure) from nongovernmental

organizations viz., Registered Voluntary Societies, Public

Trusts and Non-profit making Companies in existence for three or more

years for implementing innovative proposal in the field of Adult

Education. The NGOs should be registered with the NGO Portal of the

Planning Commission. The scheme shall be in operation till 31.3.2012

unless decided otherwise by the Government of India. The grant of

financial assistance will be subject to the guidelines of the scheme.

National Literacy Mission Authority retains the right to reject any

application, withdraw the proposal or change the guidelines at any time

without any notice in this regard. Details of the Scheme of Support

Voluntary Agencies for Adult Education and Skill Development could be

obtained from the website of the Ministry at www.nlm.nic.in .

2. Application complete in all respects may be sent to the Under

Secretary (NLM.4), National Literacy Mission Authority Ministry of

Human Resource Development, Department of School Education and

Literacy, Room No. 407 ‘C’ Wing, Fourth Floor, Shastri Bhawan, New

Delhi – 110 001 in the prescribed format within one month from the date

of publication of the advertisement by Registered Post/Speed Post (not by

hand or courier). A copy of the proposal may also be sent to Education

Secretary dealing with Adult Education of the concerned state

government for onward transmission to this Ministry with the comments

including capability & credential of the Non-governmental Organization

(NGO) of the state government on the proposal. Those who have

Bureau of Indian Standards, the National Standards Body is a Statutory Organization under the Department of Consumer Affairs, Ministry of Consumer Affairs, Food and Public Distribution, Govt. of India and is engaged in the following activities: - Ø Formulation of Indian Standards Ø Certification (Product & Management Systems) Ø Product Testing Ø Enquiry Point for WTO Ø Training To meet the growing needs & expectations of the Industry, NITS was set up under the aegis of BIS in 1995. Since then NITS has been organizing various types of training programmes for industry as indicated in the training calendar. These programmes are conducted by a team of more than 250 well-experienced, qualified, trained and able officers of BIS. NITS has also been organizing International Training Programmes for Developing Countries of Asia, Africa, Europe and Latin America. Keeping in view its expanding activities, NITS started functioning from its new premises in Noida from May 2003.
LOCATION
NITS is located in NOIDA, about 20 Km from BIS Head Office. The campus is spread over an area of 4 acres and has built-up area of 7200 sq. m. The campus is well connected from New Delhi Airport & Railway Station.

FACILITIES AT NITS, NOIDA
An Auditorium with a capacity to accommodate 100 persons & 3 Lecture Rooms equipped with State of Art training aids. Well-furnished Hostel Block with 48 Rooms and fully equipped Computer Center to take care of Software & IT related training programmes.
TYPES OF PROGRAMMES
NITS organizes following types of training programmes: -
Ø In house training programmes for industry (at industry premises) Ø Open training programmes for Industry Ø International Training Programmes for Developing Countries Ø Training Programmes for BIS employees
QUALITY, ENVIRONMENT, OCCUPATIONAL HEALTH AND SAFETY, LABORATORY, HACCP RELATED PROGRAMMES
NITS organizes various In-House and Open Training programmes. The nomination form for these programmes can be downloaded. The schedule for Open programmes is planned in advance and In-House programmes are conducted on request from the organizations at their premises. These programmes are designed to sharpen skills of Managers/Executives associated with the development and implementation of Quality, Environment, occupational Health and Safety, Laboratory, occupational Health & Safety Management Systems or Food Safety Systems under HACCP in an organization. Under Open programmes a fee of Rs 5,000/- + Service Tax per participant has been fixed for the two days programme. The charges for the three days programme are Rs 6000/-+ Service Tax per participant. This fee covers the cost of venue, course material, stationery, tea/coffee and lunch during the programme. Apart from this BIS also organizes Lead Auditor Training Courses for five days duration as per IS/ISO 9001, IS/IS 14001, IS/ISO 22000 and IS 18001. Fee per participant is Rs 15,000/- (Non-residential) + Service Tax. However, there is a provision to give discount for two or more nominations from the same organization. The Courses are accredited with IRCA (International Register of Certificated Auditors), UK The fee mentioned above is for non-residential programmes. However, programmes organized at NITS, Noida are residential. The boarding and lodging charges @ Rs. 750/- + Service Tax per day is to be paid which includes (double bed single occupancy, air-conditioned room, including breakfast and dinner). In-House programme are normally of two days duration and the charges for each of these programmes is Rs. 35,000/- + Service Tax for a group of 20 participants. In case the number of participants is more than 20 but up to 25 (Max), additional prorata charges are payable. For In-house programmes of one-day duration, the charges are Rs. 20 000/- + Service Tax for 20 participants and for 3-day duration, these are Rs. 55 000/- + Service Tax (for 20 participants).
INTERNATIONAL PROGRAMMES
In addition to the above training programmes, Training Institute organizes the International Training Programme in Standardization and Quality Assurance for Developing Countries of Asia, Africa, Europe and Latin America every year. This programme is being organized by BIS since 1968. NITS has also started an additional Training Programme on Management Systems for Developing Countries of 4-weeks duration. The Govt. of India offers limited number of fellowships to the nominees of many Developing Countries under its Technical Assistance Plans for attending the programmes. Besides the fellowships, the seats are also available on Self-Financing basis in which case the expenditure is met either by the sponsoring Governments/Organizations or by the candidates themselves. Information regarding the different countries covered under the various Government of India Fellowship schemes is available in the Indian Mission in each of the countries. The schemes are:
SPECIAL COMMONWEALTH AFRICAN ASSISTANCE PLAN (SCAAP) INDIAN TECHNICAL AND ECONOMIC COOPERATION (ITEC) COLOMBO PLAN (CP)
The fellowships include the following: Cost of International air travel (one way or both ways, as applicable) Cost of hostel accommodation Cost of internal travel for industrial and technical visits Cost of tuition fee Boarding and miscellaneous expenses as per Govt. of India rules Book allowance Cost of medical expenses in India as per Govt. of India rules
For Self-Financing Candidates, apart from meeting expenses on to and fro international air travel, the sponsoring organization has to pay US$ 2 500/- for Training Programme on Standardization and Quality Assurance and US$ 2000 for Training Programme on Management Systems as fee which covers expenditure for boarding, lodging, internal travel in India, and tuition fee. The fee may be paid by the sponsoring organizations or the candidates themselves. NITS also organizes other short term training programmes for overseas participants, the details of which are given below:
1.	SPECIAL SHORT-TERM PROGRAMMES AT BIS - Based on specific requests from the various countries, BIS also organizes short-term programmes in standardization and allied activities of different durations as per their needs.
2.	TRAINING IN DEVELOPING COUNTRIES BY BIS EXPERTS - In response to requests from developing countries, BIS also deputes senior officers for short duration to countries desirous of organizing the training in standardization and allied activities locally. Such training programmes have so far been organized by BIS in several countries in collaboration with their respective Governments and National Standards Bodies.

20 US banks collapse in 2010 so far

In less than two months, 20 American banks have closed down even as the US economy is slowly coming out of the financial turmoil.

As many as 15 banks failed in January, while five have gone belly up so far this month.

In signs that the banking sector continues to remain shaky, four banks were shut down on February 20, according to the Federal Deposit Insurance Corporation (FDIC).

The count of failures is climbing mainly on account of high unemployment rate which has resulted in increased defaults at small and medium banks.

Going by the FDIC, which insures deposits at more than 8,000 banks, four entities -- Marco Community Bank, The La Coste National Bank, George Washington Savings Bank and La Jolla Bank, FSB -- collapsed last week.

These four failures are expected to cost the FDIC little over $1 billion. Among them, the collapse of La Jolla Bank alone would result in expenses of $882.3 million.

A staggering 174 US banks have bite the dust since the collapse of the Wall Street giant Lehman Brothers in September 2008, which had sparked one of the worst financial crises in decades.

Bolstered by massive public spending and slowly stabilising financial system, the US economy is on the growth path. In the fourth quarter of 2009, the national GDP expanded 5.7 per cent, much higher than expected.

Is seafood from Florida’s Gulf coast safe to eat?

All seafood sold in Florida retail stores, supermarkets and restaurants will remain safe to consume prior to and during any potential exposure to contamination from the pending oil spill. Traditional food safety controls have been supplemented with additional emergency response plans by the pertinent federal, state and county authorities. Control measures include monitoring of the harvest waters and products, cautionary closures of certain waters and fisheries, analytical and sensory monitoring of products, and public advisories. Likewise, seafood will be provided from many areas that are not subject to potential exposure to the oil spill.

How do authorities determine the safety of seafood that may be exposed to an oil spill?

Standard analytical tests involving sophisticated laboratory instrumentation are used to detect a variety of potential chemical contaminants associated with water, sediments and seafood that have been exposed to oil spills. Likewise, special sensory methods have been developed and successfully used by trained experts to detect certain aromas in seafood exposed to oil spills. The associated contaminants emit strong and easily detected aromas such that sensory monitoring can be cost-effective and more immediate than the more prolonged analytical procedures. Together, the analytical tests and sensory methods have provided proven measures for product safety. These methods are available through the responsible federal and state programs and various academic research programs that are being positioned for response about the Gulf region.

Should I eat seafood that I catch for myself and family?

In the event of any contamination, state authorities will try to restrict local harvest and recreational activities to coastal waters that are declared open and approved. Public advisories will be posted and broadcast through many agencies, radio stations and televised news. Progressive updates and contact information will be posted on various websites such as the site maintained by the Florida Department of Environmental Protection.

Recreational fishermen should avoid areas with obvious signs of oil contamination on the surface of the water, or on the neighboring beaches and vegetation. Also it is not prudent to eat fish that look distressed, are behaving in a strange manner, or have been found dead. The contaminants associated with an oil spill can be detected with simple sensory checks for odors. Any fish or seafood with an oily, fuel-like odor, either when raw or cooked, should not be eaten, and should be reported to authorities.

Will local seafood be contaminated by the oil spill?

UPDATE 6/25/2010: While oil has reached some Florida shores, local seafood remains uncontaminated.

There is no contamination at this time (May 20, 2010), but predictions suggest the leaking oil could accumulate and reach the Florida coasts. If exposed to the various types of chemicals associated with the oil spill, certain coastal marine animals can be killed or contaminated. The amount of exposure will vary depending on the type of oil present and type of seafood involved. Previous experience from other oil spills about the world indicates that some of the more mobile species can detect and avoid the contaminants, but other slower, burrowing and bottom-dwelling species are more susceptible to exposure. Exposure can be directly from the water, through the aquatic food chain, and/or from contaminated sediments.

Will all exposed seafood remain contaminated?

Once exposure ceases, many marine animals can gradually eliminate the contaminants encountered in an oil spill. The rate of elimination can vary from days to months depending on the amount and type of oil exposure and the metabolism of the particular animals. The levels of contamination will be progressively monitored by authorities before, during and after exposure to assure seafood safety before allowing commercial and recreational harvest.

What are the typical contaminants found in seafood exposed to oil spills?

A large variety of chemicals can be involved in an oil spill. The most common contaminants associated with seafood are collectively known as polycyclic aromatic hydrocarbons or PAHs. These are more common because of their water-soluble characteristics, allowing more exposure to aquatic animals. Interestingly, PAHs are found throughout our environment including our food supply, both raw and cooked. There have been no recorded illnesses due to PAH exposure at most levels encountered in our environment or other foods, but elevated levels will require controls to prevent excessive exposure. There are no established limits for PAH exposure to assure food safety, but from prior experience with other oil spills, guidelines have been calculated for consideration. These guidelines account for both the amount and duration of exposure, and they vary by type of seafood. The guidelines are based on highly sensitive analytical detection of contaminants at concentration levels as low as parts per billion (ppb; one part contaminant per one billion parts of edible seafood). Federal and state authorities will use these guidelines to determine the safety level for seafood and the associated advice for harvest and consumption.

What You Need to Know About Mercury in Fish and Shellfish

Fish and shellfish are an important part of a healthy diet. Fish and shellfish contain high-quality protein and other essential nutrients, are low in saturated fat, and contain omega-3 fatty acids. A well-balanced diet that includes a variety of fish and shellfish can contribute to heart health and children's proper growth and development. So, women and young children in particular should include fish or shellfish in their diets due to the many nutritional benefits.

However, nearly all fish and shellfish contain traces of mercury. For most people, the risk from mercury by eating fish and shellfish is not a health concern. Yet, some fish and shellfish contain higher levels of mercury that may harm an unborn baby or young child's developing nervous system. The risks from mercury in fish and shellfish depend on the amount of fish and shellfish eaten and the levels of mercury in the fish and shellfish. Therefore, the Food and Drug Administration (FDA) and the Environmental Protection Agency (EPA) are advising women who may become pregnant, pregnant women, nursing mothers, and young children to avoid some types of fish and eat fish and shellfish that are lower in mercury.

By following these 3 recommendations for selecting and eating fish or shellfish, women and young children will receive the benefits of eating fish and shellfish and be confident that they have reduced their exposure to the harmful effects of mercury.

Do not eat Shark, Swordfish, King Mackerel, or Tilefish because they contain high levels of mercury.
Eat up to 12 ounces (2 average meals) a week of a variety of fish and shellfish that are lower in mercury.
- Five of the most commonly eaten fish that are low in mercury are shrimp, canned light tuna, salmon, pollock, and catfish.
- Another commonly eaten fish, albacore ("white") tuna has more mercury than canned light tuna. So, when choosing your two meals of fish and shellfish, you may eat up to 6 ounces (one average meal) of albacore tuna per week.
Check local advisories about the safety of fish caught by family and friends in your local lakes, rivers, and coastal areas. If no advice is available, eat up to 6 ounces (one average meal) per week of fish you catch from local waters, but don't consume any other fish during that week.

Follow these same recommendations when feeding fish and shellfish to your young child, but serve smaller portions.

Frequently Asked Questions about Mercury in Fish and Shellfish:

"What is mercury and methylmercury?"
Mercury occurs naturally in the environment and can also be released into the air through industrial pollution. Mercury falls from the air and can accumulate in streams and oceans and is turned into methylmercury in the water. It is this type of mercury that can be harmful to your unborn baby and young child. Fish absorb the methylmercury as they feed in these waters and so it builds up in them. It builds up more in some types of fish and shellfish than others, depending on what the fish eat, which is why the levels vary.
"I'm a woman who could have children but I'm not pregnant - so why should I be concerned about methylmercury?"
If you regularly eat types of fish that are high in methylmercury, it can accumulate in your blood stream over time. Methylmercury is removed from the body naturally, but it may take over a year for the levels to drop significantly. Thus, it may be present in a woman even before she becomes pregnant. This is the reason why women who are trying to become pregnant should also avoid eating certain types of fish.
"Is there methylmercury in all fish and shellfish?"
Nearly all fish and shellfish contain traces of methylmercury. However, larger fish that have lived longer have the highest levels of methylmercury because they've had more time to accumulate it. These large fish (swordfish, shark, king mackerel and tilefish) pose the greatest risk. Other types of fish and shellfish may be eaten in the amounts recommended by FDA and EPA.
"I don't see the fish I eat in the advisory. What should I do?"
If you want more information about the levels in the various types of fish you eat, see theFDA food safety website or the EPA website.
"What about fish sticks and fast food sandwiches?"
Fish sticks and "fast-food" sandwiches are commonly made from fish that are low in mercury.
"The advice about canned tuna is in the advisory, but what's the advice about tuna steaks?"
Because tuna steak generally contains higher levels of mercury than canned light tuna, when choosing your two meals of fish and shellfish, you may eat up to 6 ounces (one average meal) of tuna steak per week.
"What if I eat more than the recommended amount of fish and shellfish in a week?"
One week's consumption of fish does not change the level of methylmercury in the body much at all. If you eat a lot of fish one week, you can cut back for the next week or two. Just make sure you average the recommended amount per week.
"Where do I get information about the safety of fish caught recreationally by family or friends?"
Before you go fishing, check your Fishing Regulations Booklet for information about recreationally caught fish. You can also contact your local health department for information about local advisories. You need to check local advisories because some kinds of fish and shellfish caught in your local waters may have higher or much lower than average levels of mercury. This depends on the levels of mercury in the water in which the fish are caught. Those fish with much lower levels may be eaten more frequently and in larger amounts.

Abstract: The relationship between ISO 9000 and product is often unclear. ISO 9000 is a quality standard, not a liability shield. Although ISO 9000 certification is not a defense in product liability cases, many of the documents developed during the registration process may become court documents in product liability lawsuits.

Negligence, strict liability, and breach of warranty are the three claims an injured person may make when suing a manufacturer for a defect in the design, manufacture, or warnings and instructions accompanying the product. Negligence results from the failure of a manufacturer to exercise reasonable care in product design, development, testing, or construction. Strict liability focuses on product design and reasonable care in the manufacturing process. Breach of warranty cases focus on a failure to comply with an express or implied warranty.

The plaintiff's counsel may request any and all documents generated during the ISO 9000 registration process. These documents could pose a problem if they do not address legal connotations such as defects or if they contain remarks that could be interpreted as a lack of concern for defects. A manufacturer's best defense is product liability prevention measures and data analysis by safety experts.
